Where the general form of a parabola is $y = a (x + h) + k$ $y=a(x+h)+k$ the vertex is $(- h, k)$ $(-h,k)$

In this case $h = - 2$ $h=-2$ and $k = 3$ $k=3$ so the vertex is $(2, 3)$ $(2,3)$
