Basic. The sulfate ion is the conjugate base of the bisulfate ion, which is a conjugate base of sulfuric acid.

H_2SO_4 -> H^+ + HSO_4^- (Dissociation 1)

HSO_4^- -> H^+ + SO_4^-2

Na_2SO_4 ------> 2 Na + SO_4^-2

Reversing the flow of equation above

SO_4^-2 + H_2 O -> HSO_4^- + OH^-

The OH^- ion make the solution basic.
