The question is confusing since we do not show the hydrogen atoms in the skeletal structure, however, we do for the condensed which is the following:

CH_3CH(CH_3)CH_2C-=CCH_2CH(CH_3)CH_3

The tertiary carbons are C_2 and C_7.

Regarding the rotation.
Rotation is allowed around all bonds except for the triple bond between C_4-=C_5 it is restricted.
