Well this is awkward.
Explanation:
You can't actually measure the pH of any oils because they don't have pH value. pH is a measure of the concentration of hydrogen ions in an aqueous solution (with water). Because there is no water in oils, there is no pH value.
Now. If you meant for discovering the pH of aqueous solutions, then you use Blue or Red Litmus paper.
Blue litmus paper turns Red if something is acidic.
And Red litmus paper turns Blue when basic.
For a wider range of colors, the paper is called Hydrion paper.
And pH is literally measured with a pH meter
