If $q_{1}$ $q_1$ and $q_{2}$ $q_2$ are two charges seperated by a distance $r$ $r$ then the electrostatic force $F$ $F$ between the charges is given by

$F = \frac{k q_{1} q_{2}}{r^{2}}$ $F=(kq_1q_2)/r^2$

Where $k$ $k$ is the Coulomb's constant.

Here let $q_{1} = 18 C$ $q_1=18C$ , $q_{2} = - 15 C$ $q_2=-15C$ and $r = 9 m$ $r=9m$

$\Rightarrow F = \frac{k \cdot 18 (- 15)}{9^{2}}$ $implies F=(k*18(-15))/9^2$

$\Rightarrow F = \frac{- 270 k}{81}$ $implies F=(-270k)/81$

$\Rightarrow F = - 3.3333333 k$ $implies F=-3.3333333k$
