A "tax on earned income" ... the income tax... is imposed by the Federal government, and many states do, too.

This question simply wanted to know how many states do not have their own income tax. Hopefully that will help you understand the question. Since this question is obviously on a test that expects you to know this ... I'm not inclined to try to answer it for you.
