Peter the Great built a Navy, he supported the opening of a Moscow university, sent Russians to study abroad, promoted industrialization such as new wepon factories and steel factories, promoted talented people even though they were not noble, and founded the city of Saints Petersburg (also know as Leningrad during the Soviet Union).
