pH of a highly concentrated acid is around 1-2. As water is added to dilute it the pH increases and tends towards 7 which is the pH of neutral water. Once it is highly diluted, that is very little amount of acid present, it becomes 7. Even if more and more water is added after this stage pH remains at 7 and doesn't increase.
