This is all about the pressure.

{pressure means number of particles of a substance applying force (by hitting) continuously on a unit area.}

When we suck in the air from the straw, the pressure in the straw decreases.

While the pressure at in the part of the straw where it is dipped in water is high.

So to balance the pressure, the water moves up into the straw.
