Why did Yugoslavia develop differently than other eastern bloc countries after World War 2?

Yugoslav troops liberated Yugoslavia before the Soviet troops arrived. They met them on the border and refused them entry.
Explanation:
Tito was very familiar with the Soviet leadership having spent number of years in Moscow before the war. He skillfully balanced political situation so that the Russians never could find cause or opportunity to invade Yugoslavia. Keeping them out in the first place was a big step forward.
