Seriously, Nicholas II believed that the best way to cure Russia's sagging economy was to enter a war. It was his main reason for waging the Russo-Japanese War a decade earlier (which did not end well for Russia) and it was his reason for declaring war on his first cousin, Kaiser Wilhelm II. (Both were grandsons of Queen Victoria.)
