Spreading of the virus.
Explanation:
When a person knows that he/she is infected with HIV, preventive measures can be taken against spreading the virus to other people.
However, when there are no symptoms for years and a person is not tested for the presence of the virus, the person can unknowingly infect other people, who can in turn infect other people etc. etc.
In some countries HIV is even considered endemic. This occurs when the knowledge about the disease is poor, tests are not or cannot be performed and anticonceptives are not readily available.
