A Commissioner of Oaths is someone who witnesses the taking of Oaths and certifies that it has happened. They are often Notaries.

Often it is necessary for a person to officially swear that what they say is true in a Public way.
Society needs reliable people to hear what is said and certify that it has been said. The Legal system needs this to be absolutely sure about what has been said so that Legal cases can move forward and there will not be misunderstandings, backpedaling, or other murkiness about what has been said.
Often people take Oaths to show that they have taken over an office or membership in a public body and that a higher standard of behavior is expected of them. If something happens they can be held accountable to the words they have said.
