The larger states, (or the VA Plan) wanted a government that was based on the population.
The smaller states, (or well, the CT Plan) wanted a government where each states get one person, so everyone is equal.
Neither groups were happy with each other's decision.
When the Great Compromise was accepted, those two plans were pulled together to make a bicameral legislature. The House of Representatives was formed for representatives by population, making the smaller states happy, and the Senate gets two each from every state, appeasing the larger states.
