the water releases heat energy more easily than the pavement

Explanation:

The water is a liquid so things move through more quickly than a solid. This is because the solid is denser and things will not be able to travel as fast as the liquid or even in a gas. Hence, the heat is able to travel out of the liquid more quickly resulting it feeling cooler, while the heat will travel more slowly through the pavement resulting in it feeling warmer.

Hope this helps!
