this can be solved by breaking the equation into 2 parts
1. `-1 <= (x+1)/-2`
2. `(x+1)/-2 <= 3`

Explanation:

for 1,
we can first bring everything on 1 side, which gives
`-1 + (x + 1)/2 <= 0`
multiply the whole equation by 2 to get ride of the denominator
`2 + x + 1 <= 0`
`3 + x <= 0`
`x <= -3`
