this can be solved by breaking the equation into 2 parts
1. -1 <= (x+1)/-2
2. (x+1)/-2 <= 3

Explanation:

for 1,
we can first bring everything on 1 side, which gives
-1 + (x + 1)/2 <= 0
multiply the whole equation by 2 to get ride of the denominator
2 + x + 1 <= 0
3 + x <= 0
x <= -3

this same method can also be used for eqn 2!
