How many more laps she has to swim, we will call this x.
She has done 40 laps out of x amount this can be written as a fraction 40/x. We are told that this is only half her workout, to find out the remaining laps we set up a proportion.

40/x=1/2

Cross multiply:

x=80

Now that we know the total amount of laps we can subtract this from the amount she has already completed.

80-40=40

She has 40 more laps to complete her workout.
