First lets move the $- \frac{2}{3}$ $-2/3$ over by adding it to the -18. Remember that we have to do the "opposite" of what is happening to the term we want to solve for when we move a value over (since the $\frac{2}{3}$ $2/3$ is being subtracted from the x, we have to add it to both sides to get rid of it on the left and add it to the -18).

This should give you $\frac{1}{3}$ $1/3$ x = -17.3333

Next we have to multiply both sides by 3 so that we cancel out the $\frac{1}{3}$ $1/3$ on the side with the x.

Since the $\frac{1}{3}$ $1/3$ was being multiplied to the x we had to divide by $\frac{1}{3}$ $1/3$ on both sides (which is the same thing as multiplying by 3).

$\frac{1}{3} x - \frac{2}{3} = - 18$ $1/3 x -2/3=-18$
$\Rightarrow \frac{1}{3} x = - 18 + \frac{2}{3}$ $=>1/3 x=-18+2/3$
Multiply both sides with $3$ $3$
$\Rightarrow x = - 18 \times 3 + 2$ $=>x=-18xx3+2$
$\Rightarrow x = - 54 + 2$ $=>x=-54+2$
$\Rightarrow x = - 52$ $=>x=-52$
