If a line is parallel to another line then it has the same gradient, so if

y_1 = -5x+3

then

y_2 = -5x+b

To know what the constant b will be (this is the y-intercept) we simply substitute the point (x,y)=(7,4) into the equation

4 = -5xx7+b = -35+b

b = 4 + 35 = 39

so now we know that

y_2 = -5x+39
