$y = -5x+39$

If a line is parallel to another line then it has the same gradient, so if

$y_1 = -5x+3$

then

$y_2 = -5x+b$

To know what the constant $b$ will be (this is the y-intercept) we simply substitute the point $(x,y)=(7,4)$ into the equation

$4 = -5xx7+b = -35+b$

$b = 4 + 35 = 39$

so now we know that

$y_2 = -5x+39$
