They don't tilt whilst they are moving because there is a weight applied to it and that means that the downwards force is strong therefore doesn't tilt easily. The mass of the person + bike + gravity is exerting a lot of force downwards, therefore, the downwards force overcomes the air forces moving west/east thus the bike doesn't tilt
This can also be caused by the centripetal force which is acting on the moving wheel or wheel in motion. This force acts on the mass of the wheel which aims the force towards the center of the wheel allowing for centripetal balance and equilibrium of the bike
