In cytoplasm for prokaryotic cells.

In case of eukaryotic cells, transcription(synthesis of mRNA from DNA)occurs in a membrane-bounded organelle i.e nucleus. While translation(synthesis of proteins from RNA) takes place in cytoplasm.
