Oxygen has a high electronegativity, so when it bonds with other atoms e.g. hydrogen to make water, the oxygen hogs the hydrogen atoms' electrons which causes polarity. But when two atoms, in this case, oxygen and oxygen have equal electronegativity, the electrons are shared equally between them.
