OK so the formula for the line is, $y-y_1=m(x-x_1)$

Where
$m=-2$
$x_1=4$
$y_1=3$

So now we just plug it in. Giving us
$y-3=-2(x-4)$

$y-3=-2x+8$

$y=-2x+11$
