Russia's first elected Parliament was in 1905 but was dissolved and re-created several times as the Tsar wasn't interested in giving it actual power but wanted an advisory body.
Explanation:
Increasing unrest throughout the country and half measures on peasant land reform along with the disastrous Japanese Russian War led to the Revolution of 1905. The were calls for a Constitutional Monarchy.
The Tsar was forced to make some reforms but wanted to retain the right to appoint cabinet ministers and run the government. This led to increasing problems until the pressures of World War 1 led him to abdicate.
