Ventricles are more muscular because they must pump the blood farther than the atria. As shown in the diagram below, the blood from the ventricles does away from the heart to the lungs or to the body.
Because they must pump the blood a great distance, often against gravity, they must be much more muscular than the atria. The atria receive the blood and push it through the atrioventricular valves into the ventricles. This requires less force and, therefore, less muscle.
