Great Britain still had the largest fleet in the world, but many of its ships were becoming obsolete while the United States and Japan were embarking on aggressive building programs, each with the aim of dominating the Pacific.
The Washington Naval Disarmament Conference was called by President Warren G. Harding from November 1921 until February 1922. The principal result was an agreement among the three powers to limit the size and number of warships, thus averting an expensive arms race.
The agreement remained in place until Japan ended its participation in 1936.
