We know that generic parabola has vertex in $x = - \frac{b}{2 a}$ $x=-b/(2a)$

Where $a x^{2} + b x + c = f (x)$ $ax^2+bx+c=f(x)$

In our case $- \frac{b}{2 a} = - \frac{16}{8} = - 2$ $-b/(2a)=-16/8=-2$

The value in this point is $f (- 2) = 4 \cdot {(- 2)}^{2} + 16 \cdot (- 2) + 8 = - 8$ $f(-2)=4·(-2)^2+16·(-2)+8=-8$

The vertex is at the point $(- 2, - 8)$ $(-2,-8)$
