My first step would be to multiply everything by $90$ $90$ to get rid of the fractions.

$->90/3x+(9cancel0*3)/(1cancel0)=(cancel90*13)/cancel90->30x+27=13$

Subtract $27$ from both sides:
$->30x+cancel27-cancel27=13-27->30x=-14$

Now divide by $30$ :
$->x=-14/30=-7/15$
