Do you mean hormones? If it's hormones then there are many types, and some do, some don't.

Explanation:

A hormone is a type of ligand, meaning it pops into a receptor on the surface of the cell, and the receptor changes something inside the cell. It would be disasterous for something very potent to affect all the cells in the body, but some do need to affect more than one organ because organs do work in systems.

I got this example specifically from an article but it explains it pretty well. Thyroid stimulating hormone targets thyroid glands only. Thyroid hormone affects, cell growth, heart rate and calorie burn. Other substances like insulin affect fat throughout the body.

So it depends on the function of the hormone. Unless you were talking about actual harmonics, which, I mean biology is weird and could be a thing so in that case disregard all this.
