Why not multiply it out?
#r = ((1 + 7theta)/(7theta)) (7 - theta)#
#= (1/(7theta) + 1) (7 - theta)#
Now FOIL (first, outer, inner, last):
#= 1/(cancel7theta) cdotcancel7 - 1/(7canceltheta)cdotcanceltheta + 1cdot7 - 1cdottheta#
#= 7 - 1/7 - theta + 1/theta#
#= 49/7 - 1/7 - theta + 1/theta#
