Usually, in a complexometric titration, the solution is buffered to a reasonably high #pH#, so that the chelating ligand, which is probably #"EDTA"#, #"ethylenediamine tetra-acetic acid"#, is present as the diacid or mono-acid. Of course, a competing equilibrium, precipitation of the metal ion as its hydroxide is also a possibility in these reactions, however, there are standard protocols to keep the metal ions in solution at a particular #pH#.
