Does the Constitution protect the institutions of government?

How those institutions interact with each other and the Constitution is probably as important as the constitution itself.

Explanation:

A separate Judiciary is only separate if kept that way. It is too easy to circumvent a Constitution if a nation's institutions do not defend and preserve it.

In China the one party system makes the Party a priority over all other aspects of Government including the Constitution.

In Britain the "Constitution" is quite a number of pieces of Legislation that can be flexibly interpreted depending on the situation. It is very dependent on the institutions of Government upholding the principals of it.

A subversive government can find its way around the best written Constitution if the institutions of Government aren't able to defend it.
A government must be able to interact with the institutions of government and the Constitution to legally achieve its goals.
