Oxides that form neither an acid nor a base, in combination with water.

Explanation:

Acid oxides will react with water to ultimately give off H+:
Sulphur trioxide SO3 will form sulfuric acid:
SO3(g)+H2O(l)H2SO4 which will give off H+

Basic oxides will accept H+:
Calcium oxide CaO will form a base:
CaO(s)+H2O(l)Ca(OH)2
The OH part combining with H+ to form water.
Ferrous oxide FeO will not combine with water, but it will accept H+ from an acid:
FeO+2H+Fe2++H2O

Neutral oxides do neither. Examples are carbon monoxide (CO), nitrogen monoxide (NO), and of course water (H2O)
