A stream of fluid flowing past an obstacle breaks up into eddies and vortices. This gives the flow irregular velocity components transverse to the direction of flow.
Flapping of a flag in breeze can be explained from it. Because the flag pole breaks the flow into an irregular pattern making it turbulent and causes this transverse flapping of motion.
