But ozone is a (bent) neutral, elemental molecule. We could advance a Lewis structure of O=+OO, with individual oxidation numbers from the left of 0,+I,I. Of course the average oxidation number is 0.

For hydrogen peroxide, HOOH, we have an oxygen oxidation number of I. Ozone and hydrogen peroxide (and of course dioxygen) are all potent oxidants; ozone would be very fierce.
