This is a bit like Zeno's Dichotomy paradox. You will find that by reducing velocity as you indicate you get this pattern:

v to v cdot 0.9 to v cdot 0.9^2 to .... to v cdot 0.9^n to ....

So you never get to zero.

You will improve your model by specifying that the sheet will reduce the velocity by 90% or some fixed amount that requires the bullet to stop.

Explanation:

if we look into the question the velocity decreases to 1/10 every time it passes through the pane .if we consider that its velocity would be 100ms^(-1) after first pane it will decrease to 10 m/s and so on but never be zero .
