Explanation:

Cl doesn't exist as single atom, it can exist as Cl that is an anion quite stable. It can react with the cations: Ag+,Hg2+2 and partially with Pb2+ cold, to form insoluble compounds, while the salts of nitrate ion are all soluble
So you can have:
Pb(NO3)2+Cl=PbCl2+NO3
the molecule Cl2 instead, is a discrete oxidant, but doesn't react neither with Pb2+ nor with nitrate ion
