Second weight is 2 meters from the fulcrum.

In a balanced lever, which has two weights on it, the moment of the two weights is equal.

The moment is the product of the mass of the weight and its distance from fulcrum.

Hence as moment of first weight is q×4=4 kg.m,

distance of second weight of 2kg is 42=2 meters from fulcrum.
