Yes,series and parallel RC impedance decreases with increase in frequency.

impedance=resistance+i(reactance)
Z=R+iX_c
Where,
R=resistance,
X_c=capacitive reactance

R=rho*l/a
since resistance is related to type material,length of material,area of cross section of material,hence resistance is independent of frequency.

X_c=1/(2prodfC)

where,
f=frequency,
C=capacitance,
If we increase the frequency(f),X_c decreases.
If X_c decreases,then Z also decreases.
