Explanation:
The proposal is essentially saying that the effort of collection campaign funds is a problem. (is it?). A tax levy would remove that requirement. It is stated that the distributions would be known and equal, and other contributions would be itemized. Is a tax really preferable than a voluntary contribution? By whom???
There are a LOT of holes, loop-holes and problems with that. Controls are unspecified, as are restraints on actual amounts. Maybe you can think of other reasons that this is a bad idea (hint - you might use the actual campaign finance 'reform' history as examples of what can and did go wrong).
