Can the US government or CIA use Hubble telescope as a spy satellite to view high resolution images on earth?

Explanation:
First of all, intelligence agencies around the world already have very high resolution satellite for exactly that.
Regardless, the Hubble was not built to be a satellite to collect visual images as telescopes at Palomar and Wilson were. The Hubble collects incoming light on the premise the various wave lengths of light can be translated into images of far away stars, galaxies, dust clouds and anything else the scientist want to collect data on.
