No, you can't.

You can't even add different radicals, like `sqrt2+sqrt3` and if the radicals are of different power, you can't even add those, so

`sqrt2+root3 2` stays as is.

The most you can do with your example is take the `2` 'out of the brackets', but only if that's useful for further calculations, like:

`4+2sqrt3=2*(2+sqrt3)`
