The heat capacity, whether high or low, explains both observations.

Explanation:

a. Since the pan has low heat capacity, it gets hot more quickly than it would if it had high heat capacity. The food being heated is therefore against a hot pan more quickly.

b. Water has a high heat capacity, therefore it requires more heat energy (Joules or calories) to warm by the same number of degrees.
