Americans felt that Germany was plotting against them.
Explanation:
Great Britain had intercepted the telegram months before they actually released it to America. They wanted the U.S. to directly fight in the war. When Germany attempted to get Mexico to attack the U.S. they new the U.S. would retaliate but be occupied with a border war. The best way was to cause outrage in the public.
