Earth has 70% surface water.. Tidal effect on sea is continuous due to Moon's attraction. Distant Sun also contributes a little. From others, near and far, this effect is not so, on the average.
Explanation:
The inverse-square-distance law of attraction is more when the distance is less. From far distant stars, this is almost nil.
At New Moon times, the combined tidal effect of Moon and the Sun produces high-crest spring tides that take sea water into the Bays, Estuaries and River Mouths.
It is reverse flow during Full Moon period, when Moon and the Sun are on the opposite sides of the Earth.
Always, being quite near, Moon affects the Earth more, this way.
