You set both xandy to zero in turn, and see where the other one ends up.

Explanation:

x-intercept means y=0
3x-2*0=-12->3x=-12->x=-4->(-4,0)

y-intercept means x=0
3*0-2y=-12->-2y=-12->y=6->(0,6)
