As $m$ is the slope

Minus $2x$ from both sides
$-3y=12-2x$

Divide by -3 on both sides

$y=(12-2x)/-3$

Break the Right hand side into two fractions

$y=12/-3+(-2)/-3x$ or $y=(-2)/-3x+12/-3$

Simplfy

$y=2/3x-4$

So the slope is $2/3$
