First and foremost, a < or > graph always uses a dashed line.

Now, we assume x=y and start plotting points.

The graph x=y is the same as the graph y=x by symmetric property, and here is the graph for that:
graph{y=x [-10, 10, -5, 5]}

Assume now, that x<=y.
Pick a point and test it; (-3,2), for example.

Since -3<2, we find the point and shade the side of the line containing that point. Then, we change the solid line to a dashed line:
