As slope is $-2/3$ the equation reads like this:

$y=-2/3x +d$

So we must find $d$ . For this we use the point (2,1), which means, that for $x=2$ the value of $y=1$ .

We fill it into the equation:

$1=-2/3*2 +d$

$1=-4/3 +d$

we add $4/3$ on both sides of the equation:

$1+4/3=d$

$d=7/3$
