Explanation:

Note that burettes are generally calibrated to 0.1 mL +-0.05 mL. If your eyes are good you can often estimate the space between the 0.1 mL divisions to read say 21.52 mL volumes.

As another tip, when I use a burette I always refill the burette to 0 volume; this way I only have to jot down the final figure.
